In addition, this position will prepare and monitor legislative appropriation budgets, provide guidance to state agencies relating to OMB Fiscal policies and procedures, assist with preparing the Annual Comprehensive Financial Report, and running cost allocation processes. Accounting functions for OMB Fiscal and HRMSMonthly reconciliationsAuthorizing paymentsMonitoring budgets Tracking spreadsheetsLegislative Appropriation and Budget OversightPrepare and monitor legislative appropriation budgetsTrack Emergency Commission requestsPrepare general fund reports (turn backs and cash certifications)Make appropriation adjustmentsComplete agency transfersPrepare reclassification journals for prior biennium voidsPolicy Guidance and TrainingProvide guidance to state agencies on OMB Fiscal Policies, appropriations, compliance, and accounting proceduresFinancial Reporting and AnalysisAssist in preparing portions of the Annual Comprehensive Financial Report (ACFR), primarily preparing the Budget and Actual Detail and Budgetary Comparison SchedulesPayroll and Cost AllocationInvolved in the process of running cost allocation, correcting payroll journals, handle time distribution, GL interfaces, and payroll distributions to projects. To be successful in this role, you will need the ability to work in a fast-paced environment, have effective communication skills to present complex financial information clearly, strong attention to detail and problem-solving skills, and an ability to prioritize your time. To be considered for this position, you must have a bachelor's degree in accounting, or related degree and four years of professional accounting work experience.Preference given to experience with government accounting principles, legislative appropriations, financial reporting, and fiscal year-end and biennium-end processing

The ideal candidate has a passion for procurement and desires to become a subject matter expert on state procurement practices. Key Responsibilities: Drive Procurement Success - Use your expertise in writing, analysis, and problem-solving to develop and manage impactful contracts that meet state objectives.Lead with Strategy - Guide solicitation processes, evaluations, and contract administration while ensuring efficiency and compliance.Uncover Savings & Opportunities - Conduct market research and data analysis to identify cost-saving initiatives and innovative cooperative purchasing opportunities.Empower Agencies - Provide expert procurement guidance and mentorship to state agencies and institutions, helping them navigate the procurement process with confidence.Partner for Impact - Lead highly collaborative, cross-functional teams, working closely with government entities, IT experts, and legal professionals to develop effective procurement solutions.What You'll Bring:Strong writing and analysis skills in procurement and contracting.Leadership, communication, and problem-solving abilities for solicitation development, evaluations, and contract administration.Qualifications:Bachelor's degree and two years of relevant work experience, or six years of relevant work experience may be substituted for education.Relevant work experience includes procurement, contracting, grant management, business analysis, project management, policy development, paralegal, law, management, or fields requiring professional writing, analysis, and collaboration skills.Location: This position has flexibility to work from any city within North Dakota or bordering cities. Candidates outside of North Dakota must be willing to relocate to the state or bordering cities. Most engagements are virtual/teleconference and very little travel is required. Hiring Salary Range: State Procurement Officer $5,000- $8,000/month; depending on experience.
